What policies have been attempted during major historical cases of genocide and mass atrocity? How do war crimes tribunals function and have they made a difference? Historical cases include the Ottoman Empire, Nazi Germany, the Soviet Union, China, Imperial Japan, North Korea, Bosnia, and Rwanda.
